• unethical or immoral / legal surveillance
• illegal surveillance

Check with an attorney to see which category applies to your plans. In the United States and Canada national surveillance laws may be even more restrictive within certain states or provinces. Review all your laws - national and local. Similar advice is true for other countries as well, and remember to apply common sense.
